Rick Lowe is an artist who has dedicated his career to creating “urban villages”—art-as-social-action experiments that redefine the role of the arts. In 1993 he founded Project Row Houses, an arts and cultural community in Houston, Texas. Originally a group of dilapidated “shotgun” houses in a poor neighborhood of Houston, Lowe preserved their historical significance by housing art installations relating to the neighborhood’s past and present, and expanded it to include workshops, offices, housing for young single mothers and after-school programs.
